Participated in an amicus brief (with the Reporters Committee and other amici) filed with the New Jersey Supreme Court in Libertarians for Transparent Government v. Cumberland County.  This case concerns access to non-litigation settlement agreements between public employees and public agencies under New Jersey’s Open Public Records Act (“OPRA”), an issue of first impression for the court.  Plaintiff-Petitioner Libertarians for Transparent Government seeks to obtain a settlement agreement between a former corrections officer and Cumberland County, N.J.  The Superior Court of New Jersey, Law Division, held the record was disclosable under OPRA subject to certain redactions.  The Appellate Division reversed, holding that it was a personnel record and thus exempt from disclosure in its entirety.  The amicus brief supports the Plaintiff-Petitioner.  [2021]
