The letter expresses deep concern over reports of surveillance and targeting of journalists, activists, and lawyers by DHS. Customs and Border Protection (CBP) reportedly created dossiers and targeted individuals based on their association with asylum seekers, and ICE-Homeland Security Investigations reportedly documented and shared a spreadsheet of “Anti-Trump” protests in New York City. The letter noted that these actions may violate the Privacy Act of 1974 and threaten the exercise of First Amendment-protected activities, including freedom of speech, association, and the press.
