The brief emphasizes the importance of access to legislative records by the media and the public, including the records of individual legislators, staff complaints against them, and related investigations. Lawmakers attempted to shield these records from journalists, but the brief notes that the state’s Public Records Act (PRA) clearly applies to such records. The brief urges the court to uphold the trial court’s ruling that individual legislators are subject to, and have violated, the PRA, but reverse the trial court’s conclusion that the Legislature is not subject to the PRA.
