Description
SafetyEd International is a nonprofit 90-member volunteer organization based in California. Founded in August 1998, it is made up of skilled Internet users who work in the field of cyberspace safety, education, and child advocacy. SafetyEd's mission is twofold: (1) The proactive education of current and future Internet users; and (2) The active protection of children and children's rights in cyberspace.

"TRACE: Tracking Resources Against Child Exploitation": This is a program in which volunteer teams of experts monitor, witness, and report on the activities of child predators and pedophiles in cyberspace. Directed by Steven Brooks, Tammy Gilette, and Norma Randolph, the TRACE project searches cyberspace and reports to federal authorities evidence of the trade in child pornography and the activity of pedophiles.

As a result of its dedication, TRACE has brought to justice literally hundreds of Internet child predators, and has compiled a researched and detailed database listing more than 20,000 pedophile Web sites worldwide. Tammy Gilette and Norma Randolph, together with Colin Gabriel Hatcher, are involved in close liaison with law enforcement agencies, and in teaching law enforcement agents about this specialized field. This project has received accolades from U.S. Customs, Canada Customs, the FBI, and the National Center for Missing & Exploited Children.

TRACE members are experts in Internet tracing, image masking and unmasking, and intelligence gathering. All activities are carried out legally, responsibly, and with approval from the law enforcement agencies TRACE assists.

TRACE works in different areas of the Internet. USENET TRACE monitors Usenet while WEB TRACE monitors the World Wide Web.

In 1998 WEB TRACE researched, catalogued, and reported a total of 16,832 different Web addresses used by pedophiles for the sexual exploitation of children, either to post illegal images or to network with each other. These data were reported to federal law enforcement authorities and to the National Center for Missing & Exploited Children in a total of 294 separate reports. In 1999 WEB TRACE has researched, catalogued, and reported an additional 3,205 different Web addresses being used by pedophiles in a total of 35 separate reports.

In 1998 USENET TRACE, targeting only the worst of the worst, researched, catalogued, and reported a total of 568 illegal posts of extreme hard-core child pornography on Usenet. These data were reported to federal law enforcement authorities and to the National Center for Missing & Exploited Children in a total of 157 separate reports. In 1999 USENET TRACE has researched, catalogued, and reported an additional 710 illegal posts of extreme hard-core child pornography on Usenet in a total of 120 separate reports.

In May 1999 TRACE members, in collaboration with federal law enforcement agencies in Canada, provided key evidence of the activities of a Canadian pedophile who was out on parole after a conviction for sexual offenses against children, and who was continuing to collect and distribute illegal images of child pornography on the Internet. As a direct result of the work of TRACE, this dangerous pedophile is now back behind bars.

Results Forecast TRACE continues to actively assist federal law enforcement agencies, and law enforcement requests for TRACE assistance are increasing. Several high-tech police investigators are active members of TRACE. The need for this kind of expert tracing work is rising.

Description
"Internet TLC: Internet Tools for Lost Children" (resources for parents of missing children): This project, directed by Tracey O'Connell-Jay and Tammy Gilette, makes available to families of missing children the full range of Internet resources relating to missing children's issues, including research, search organizations, legislation, Web sites, and our own SafetyEd child advocacy network. Its mission goals are as follows:

(1) To assist families in need by distributing information about missing children and adults to the SafetyEd International network on an ongoing basis.

(2) To develop and maintain relationships with the National Center for Missing & Exploited Children and nonprofit organizations across the nation (and throughout the world) to find ongoing ways to assist families of missing persons with information, productive networks, and hands-on assistance.

(3) To bring awareness of the Internet to these same contacts -- both positive and negative -- to assist these groups in furthering prevention education in their communities. We most certainly will illustrate one positive of the Internet by offering worldwide distribution of photos of missing persons on a rapid basis. In this way, these groups can be encouraged to develop Internet safety programs within their communities with the assistance of SafetyEd International team leaders, volunteers, and respective programs.

(4) To develop a list of preferred organizations, to post that list on the SafetyEd International and Web Wise Kids Web sites, and to provide that list to families in need, organizations such as family support groups and victim/witness support groups, and private detectives.

(5) Encourage our members and their contacts/affiliates to post the NCMEC banner whenever/wherever they can, to provide maximum Internet exposure for these missing children.

(6) Continually search for qualified resource materials that can be helpful to families in this situation, and provide links to, or information on, Web sites, publications, and videotapes offering assistance and support.

(7) Network with media whenever possible to assist in broadcasting the cases of missing children or adults -- especially those families receiving little media attention.

(8) The primary function of this team is to assist families and nonprofit organizations in bringing home missing children and adults. We will do this by using our vast member network, Internet network (filterware sites, etc.), media network, legislative contacts, appropriate law enforcement contacts, and other appropriate means to help tactfully achieve our objectives.

Description
Cyberstalking Advisory Center: Colin Gabriel Hatcher was the first person to use the term "cyberstalking" to describe the premeditated vendettas of sexual harassment and abuse suffered by an increasing number of men and women online. An expert in this field, he has handled personally more than 700 cases of cyberstalking. This project provides specific information to victims being stalked and harassed online, including Internet and offline privacy protection, how to gather and preserve evidence, and guidance through the online and offline reporting and complaints process. In 1998 Colin Gabriel Hatcher assisted Senator Leslie and the California Assembly Public Safety Committee with expert research and testimony regarding cyberstalking, which has led to an amendment (S.B. 1796) to the stalking laws of California to incorporate cyberspace.

As a direct result of this work a number of cyberstalkers have been successfully prosecuted either in civil or criminal courts.

Description
"Wired With Wisdom": This is an educational project teaching children safe surfing skills for cyberspace, and how to stay safe online. We have been extremely active and successful in schools and libraries all over the West Coast in our mission to bring Internet safety education to concerned parents, teachers, librarians, and, most of all, kids. We have developed hands-on innovative and pioneering projects for cyberspace education. Colin Gabriel Hatcher and Norma Randolph, two of the senior members of this team project, have between them 42 years of teaching experience.

From June 29 to July 2, 1999, SafetyEd International and New School Aikido conducted a four-day camp at San Jose City College to teach Internet safety skills and physical self defense to children ages 8-16. Among the Internet skills taught were creative and responsible researching on the Web, chat and communication skills, using e-mail, protecting privacy online, cyberspace netiquette, avoiding online harassment, avoiding Internet addiction, and working cooperatively with parents on a family policy for Internet use.
Results Forecast This Internet camp is the first of many. We have the programs and the experience to teach kids well.

Program/Project
Description
"IRCSkills": This is a volunteer team that runs help centers all over the Internet relay chat (IRC) world -- live, high-speed international chat networks serving millions of people per week. On IRC we run "Cyberspace 911" help and information channels and we teach a large weekly program of hands-on classes about online safety and dealing with electronic harassment. IRC or "live chat" is where kids are most at risk.
