Internet Hotline Providers in Europe (INHOPE) Forum
(www.childnet-int.org/hotlines/index.html): The INHOPE forum is run by Childnet International, an international not-for-profit organization that seeks to promote children's interests in international communications (see www.childnet-int.org for full details).
The forum was established to explore the potential for greater cooperation among existing Internet hotlines in Europe. Since its formation in 1998, the forum has been successful in drawing together hotlines from the UK, France, Germany, Ireland, Norway, Holland, and Austria. There has been good, wider cooperation with the U.S. Cybertip line (National Center for Missing & Exploited Children). The forum has been funded by the European Commission's Daphne grant program.
|
Key Highlights/
Milestones
|
- The forum has met regularly and members have been involved in exchanging expertise, information, and research, as well as educating and informing policymakers particularly at the international level.
- The forum is heavily involved in supporting new hotlines throughout Europe.
- The forum will shortly become an official legal association and is currently involved in submitting a bid to run the Hotline program under the EC's Action Plan on Safe Use of the Internet.
|
|
Results Forecast
|
- Extensive cooperation to identify best practice and common reporting procedures
- Supporting the establishment of other hotlines in Greece, Spain, Sweden, and Denmark
- Influencing decisionmakers regarding the role and potential of hotlines
- "A highly focused tangible project with clear benefits already in the actions formed" -- EC evaluation of INHOPE.

Description

EU Actions for Safe Use of the Internet -- Research Pilot Program on Awareness: Childnet International has been working with Fleishman-Hillard on a year-long pilot program funded by the European Commission to assess how best to communicate messages about safe use of the Internet to parents, teachers, and children across Europe.
The 12-month research study has involved evaluating existing Internet awareness programs (including American initiatives) and "pooling" the existing knowledge and best practice onto a beta Web site that will allow experts from across the countries to contribute to the research program. The program has produced a small number of deliverables (e.g., logos, strap lines, mousemats, leaflets, stickers) that are being tested across six countries through focus groups. These can also be evaluated on the Web site www.netaware.org.
The recommendations from this research program will help shape the European Commission's full Action Plan on Safe Use of the Internet.
See www.netaware.org for background on the project, lessons learned, and evaluations of existing Internet awareness campaigns.
|
Key Highlights/
Milestones
|
- Evaluated seven Internet awareness initiatives worldwide, interviewing those involved in running these programs in Finland, UK, Holland, Italy, Luxembourg, and the United States
- Developed a beta Web site, www.netaware.org, which is being used to further research the best ways to communicate Internet safety messages across Europe
- Consulted with key industry representatives about a fuller awareness program across Europe
- Undertaking extensive market research
|
|
Results Forecast
|
Initial research has shown that there is enormous demand for advice and help. The strong desire for information, especially among parents and teachers, about safe use of the Internet is evident and growing. Internet users are looking for an authoritative source giving reliable advice.
There is an urgent need to act quickly in launching a coordinated program. A number of new Internet awareness programs are developing and there is a critical need to ensure that there is a coordinated, "best practice" approach. The program team has already been asked to consult on the development of a number of new awareness initiatives and there is a clear demand for leadership on the issue.

Childnet Awards Program (www.childnet-int.org/awards): The Childnet Awards were established by Childnet International to reward children (and those working with them) who are developing outstanding Internet safety projects that benefit other children internationally. The winning projects are highly inspirational and show a range of Internet safety initiatives that have been produced by children all over the world, often with limited resources.
The primary sponsor of the program is Cable & Wireless plc. The awards ceremony is held in a different part of the world annually (e.g., London, Sydney, Barbados).
There are categories for individuals, schools, not-for-profit groups, and governments.
|
Key Highlights/
Milestones
|
- Entries from 24 countries across every continent worldwide
- High-level media interest and opportunities to profile safe, innovative use of the Internet by children. Articles in national newspapers and on TV outlets in many countries (e.g., Time magazine, BBC, Sky TV)
- Excellent "ripple" effects of the awards, with many of the winners using their prize money to support poorer projects, extend their program, or educate a wider audience on the positive use of the Internet

"The Childnet Awards are an uncomfortable reminder to those of us who are rewarded for exploiting the commercial potential of the Net, that we are nowhere near the cutting edge of its development
as a global medium of communication, education, and social change. Instead, under-funded community organizations, schools, and children are leading the way." -- Chris O'Hanlon, The Australian newspaper
"[The award winners] provide vivid examples of how the potential can be innovatively realized for the benefit of learners of all ages and nationalities. I would like to pass on my sincere congratulations to them." -- British Prime Minister Tony Blair
